What the purchase estimate includes

The total is built from the property price, the applicable tax or transfer fee route and the professional costs entered by the user.

How the Cyprus property cost calculation works

VAT on a new property

The tool starts with 19% VAT. For the ordinary principal residence route, it tests the current headline limits of 130 square metres and €350,000 for the reduced portion, with overall limits of 190 square metres and €475,000. Eligibility, apportionment, transitional provisions and special cases require formal review.

Transfer fees on a resale

The tool applies the progressive 3%, 5% and 8% bands to each buyer’s assumed share, then applies the current 50% reduction. No transfer fee is calculated for the new-property VAT route. The Department of Lands and Surveys remains responsible for the final assessment.

Land Registry valuation

The entered price is only an initial assumption. The Department of Lands and Surveys may examine the consideration and determine a market value for transfer fee purposes where the legislation permits.

Stamp duty from 2026

The estimate records no stamp duty for an agreement executed from 1 January 2026, following the repeal enacted by Law 239(I)/2025. Earlier documents and unusual timing issues should be reviewed separately.

Understanding the legal risk screen

The screen converts the buyer’s answers into a prioritised list of checks. It is designed to reveal uncertainty early, not to certify the property.

Title and registered ownership

Confirm the registered owner and understand whether a separate title deed exists. Where title is pending, review the underlying title, development structure and route to future issuance.

Land Registry search

A current search can identify mortgages, memos, prohibitions, prior contracts and other entries. A clean-looking contract cannot replace an independent official search.

Permits and physical compliance

Planning permission, building permission, approved plans, completion documents and alterations should be compared with the property that is actually being purchased.

Contract and payment protection

Reservation money, staged payments, bank releases, completion conditions, remedies and deposit of the sale agreement all need a workable legal sequence.

Construction and delivery

An off-plan purchase needs specifications, milestones, completion dates, delay remedies, guarantees and protection if the developer or project encounters difficulty.

Non-EU acquisition permission

A non-EU buyer may need permission under Cap. 109. The buyer profile, intended use and property type should be checked before the transaction timetable is fixed.

A low score does not confirm clean title, valid permits or an enforceable contract. It means only that the answers entered triggered fewer listed concerns.

What costs should I budget for when buying property in Cyprus?

Budget for the purchase price plus VAT or Land Registry transfer fees, legal fees and VAT on those fees, valuation or survey costs, finance costs and transaction-specific expenses. The calculator lets you edit the main assumptions so the estimate can reflect your proposed purchase.

Is VAT charged on every property purchase in Cyprus?

No. VAT is generally relevant to qualifying first supplies of new property, while a resale transaction is generally considered under the Land Registry transfer fee regime. The legal and tax treatment depends on the property, seller and transaction documents.

When can the reduced 5% VAT rate apply to a new home?

The calculator models the ordinary preliminary route for a principal and permanent residence. It applies 5% to the eligible portion associated with up to 130 square metres and up to €350,000, provided the total property does not exceed 190 square metres or €475,000. Transitional rules, special categories and personal eligibility require separate review.

How are transfer fees estimated for a resale property?

The estimate applies the progressive statutory bands to the value allocated to each buyer, then applies the current 50% reduction used for transactions that are not subject to VAT. The Land Registry calculation and assessed value remain decisive.

Does buying in two names reduce transfer fees?

It can affect the estimate because the progressive bands are applied to each buyer’s share. The calculator assumes equal shares. If the intended ownership shares are different, the transfer fee estimate should be recalculated using the actual allocation.

Is stamp duty still payable on a Cyprus sale agreement in 2026?

Cyprus repealed its stamp duty laws for documents executed from 1 January 2026 under Law 239(I)/2025. An older agreement or another document with an earlier execution date may need separate analysis.

Can the Land Registry use a value different from the contract price?

Yes. For transfer fee purposes, the Department of Lands and Surveys may examine the transaction and use its assessed market value where applicable. This is why the calculator result can differ from the amount ultimately assessed.

What does the legal risk score mean?

It is a triage indicator based only on the answers entered. It highlights issues that commonly require priority review, such as ownership, searches, permits, encumbrances and contractual protections. It is not a legal conclusion or assurance that the property is safe to buy.

Is it unsafe to buy a property without a separate title deed?

The absence of a separate title deed does not automatically make every purchase impossible, but it materially increases the need for careful due diligence. The underlying title, permits, planning position, encumbrances, contract terms and route to title issuance should be examined before funds are committed.

Can I buy if the property is subject to a mortgage or encumbrance?

A mortgage does not always prevent a transaction, but the release mechanism must be clear and legally workable. A bank waiver, agreed payment route and properly drafted contractual protections may be required. Other encumbrances or prohibitions can raise different risks.

Does a non-EU buyer need permission to acquire property in Cyprus?

A buyer who is not an EU citizen may require acquisition permission under the Immovable Property Acquisition (Aliens) Law, Cap. 109. The requirement and available route depend on the buyer, property and proposed use, so the facts should be reviewed early.

Can I rely on this calculator instead of obtaining legal advice?
